With this proposal (No. 693), the City Council aims to award municipal land via concept tendering processes and achieve a ground lease rate of 1.5% or less, provided that factors oriented towards the common good are appropriately taken into account. Additionally, a reduction in the terms of the heritable building rights and the digitalization of contract management is proposed, including discussions with other organizations to enable reduced ground lease rates.
