The core coalition of GRÜNE, SPD, and Volt wants to give the children and young people of Frankfurt a parliamentary voice. That is why they have jointly submitted a motion for a Children’s and Youth Parliament.
A working group of the core coalition had to clarify diverse questions for this purpose: From what age should children be allowed to vote? Or to run as candidates themselves? How can it be ensured that children and young people from outlying city districts such as Nieder-Erlenbach, Sindlingen, or Fechenheim are also represented? What rights and duties should the young female parliamentarians have? Will they receive an expense allowance? The discussion was not held in a political ivory tower, but with female experts from the administration, representatives of Frankfurt’s youth associations, the City Student Council, girls’ work initiatives, and the Children’s Office. Different ideas were united into a common plan, and the concept as a whole was adapted to the financial possibilities of the city budget. Thus, a concept has emerged that is realistic, viable, and inclusive – an important step to structurally involve young people in democratic decisions.

The Children’s and Youth Parliament shall be given the opportunity both to submit its own motions to the City Council and to take a position on the administration’s projects. Furthermore, the parliament and the local councils shall receive their own budget, over which they can independently dispose to implement small projects directly in their neighborhood or for the whole of Frankfurt.
Children Learn Democracy
„Demokratie ist stark, wenn alle mitmachen – auch Kinder und Jugendliche, die sonst selten gehört werden. Deshalb wollen wir das Kinder- und Jugendparlament (KiJuPa) endlich Realität werden lassen: barrierefreie Sitzungen, eigene Projektbudgets, Materialien in leichter Sprache und Mehrsprachigkeit. Der grundlegende Ansatz zur Etablierung des KiJuPas ist niedrigschwellig – die jungen Menschen sollen dort angesprochen und motiviert werden, wo sie ihren Alltag gestalten: in Schulen, Jugendhäusern, Unterkünften und Stadtteilen. Kandidatur und Wahl sollen so gestaltet werden, dass alle leicht mitmachen können: digitale Wahlen, pädagogische Ansprechpersonen in der Geschäftsstelle und eine faire Aufwandsentschädigung. Wir wollen nicht über junge Menschen reden, sondern ab sofort mit ihnen entscheiden. Nicht Hürden erklären, sondern Zugänge schaffen – Tür für Tür, Klasse für Klasse und Viertel für Viertel“, explains Emre Telyakar, deputy faction chairman of the GRÜNE in the Römer and their diversity policy spokesperson. In the design, the working group of the core coalition also focused on groups that should be particularly supported in the future to get involved in the Children’s and Youth Parliament: children and young people affected by poverty, girls*, queer youth, young people with disabilities, and young people with a history of flight and migration. Telyakar reaffirms: „Beteiligung ist ein Recht. Wer früh mitbestimmt, macht Demokratie zur Praxis und stärkt unsere Stadt.“
In times when young people often feel unheard by politics and societal debates increasingly take place in social media, the danger of political disillusionment and disinformation grows. “Many young people experience that their concerns receive little attention – and therefore withdraw. We want to decisively counteract this and make Frankfurt a city where young voices truly matter. With the joint motion for the introduction of a Children’s and Youth Parliament, participation should be more than a slogan: Children and young people should learn early on that democracy thrives on participation – and that their perspective can shape the future of the city,” says Elisa Grote, diversity policy spokesperson for Volt.
The factions of GRÜNE, SPD, and Volt would have gladly submitted the now available motion significantly earlier, as, among others, the Youth Welfare Committee had demanded. On this, Viktorija Krzelj, City Councillor of the SPD faction: „Durch das Ausscheiden der FDP aus der Römerkoalition hat sich wie bei manch anderem Projekt ein Bremsklotz gelöst. Wir sind ausgesprochen froh, dass das Kinder- und Jugendparlament nun zur Abstimmung gebracht werden kann und werben um breite Zustimmung unter den demokratischen Fraktionen der Stadtverordnetenversammlung.“
